Richard is a Project and systems engineering Manager with over 22 years’ experience in the rail industry including within the last four years, supporting and managing in Sydney light rail. Currently, Richard is managing rails systems engineering with OPUS in Victoria and NSW. Richards’s background originates with the British army and his expert management experience has been recently involved with the creation and delivery of a comprehensive civil assets management programme which was delivered excellently and on time. Prior to that, Richard delivered interface management and wrote a number of business management plans for the Sydney light rail. Richard is particularly skilled in writing comprehensive business plans talking to the requirements of SPR’s and other key documents. Richard is also skilled within the quality space, He has conceived and created a business quality management system from the ground up, installed and used by all aspects of the light rail business it was provided for.

Richards’s expertise also encompasses Contract management, Asset management, and Change management and he has also written technical scenarios, work plans, performance targets and operating manuals, engineering assurance, quality plans and policy, for rail businesses.

Richard has also worked extensively with TfNSW in the areas of systems safety assurance and works very well with other consultants in the delivery of complex projects.

His previous 10 years was occupied with managing and delivering other large scale projects in the areas of planning, scheduling, organising, and tracking, all combined with interface management of complex organisations.

Richard has tertiary qualifications in Engineering and project management, is an excellent communicator and a people person.

His proven track record and extensive experience in the delivery of complex projects make him a natural choice for similar roles. Furthermore, his thorough understanding of bid and project management and how to drive a team through a full project lifecycle including software development and V Model and V and V are essential to serious clients.

Mark Downey

Dip. Mech Prod. Eng.

Highly experienced Rail Engineer and business manager (30 years’ professional experience) across a broad range of engineering areas and has worked in areas as diverse as product development and management in small companies. In addition, he has good working knowledge of TfNSW. Mark has extensive participation in design evolution of major rail projects and test engineering in Rail Rolling stock projects. He also has experience in project management of rail extension projects

Mark’s experience includes commissioning of depots substations, track infrastructure and rolling stock, install and qualification of high volume manufacturing equipment to PM programs and Wafer fabrication in very large corporations. He holds white card, Cat 1 medical, RISI and has completed light rail general induction.

With a proven track record of working and delivering to tight deadlines, Mark is strong team player with excellent communication skills, both written and oral.

Professional Experience

GM Asset Management Transdev Sydney Light Rail,

Appointed GM of asset management in the Operations and Maintenance(O&M) of the Transdev led PPP for Sydney light rail on uptake of the PPP award to Transdev in July 2015

Responsibilities included:

  • Chief Engineer and advising design team of O&M requirements and the earthing and bonding strategy for the city centre light rail.
  • instrumental in the preliminary hazard assessments and the SHA hazard assessments with GHD, and further consulted on accreditation issues
  • member of the Sydney electrolysis committee and engaged with the meetings on behalf of the PPP
  • advised on flood mitigation strategy and working with proposed systems including AVLS and scada functionality
  • core member of the Transdev configuration control board and participated as an observer/stakeholder on the TfNSW CCB, as required
  • managed the Alstom maintenance subcontract in both rolling stock and infrastructure, executed civil maintenance with his team of transdev engineers and subcontractors, and also managed the ICS cleaning subcontract
  • developed the key performance indicator dashboard used for monthly performance reporting to TfNSW.
